Is a lender allowed to change locks on a house when in foreclosure?

My house went into foreclosure a few weeks ago, actually pre-foreclosure. It doesn't go into formal foreclosure for another 120 days and an auction date hasn't even been established, way too early, yet in the early morning while sleeping I woke up to a locksmith drilling my front door locks out to change, saying they had orders from my lender. This is in CA. Is it legal? When I called my lender they said it was because they couldn't get a hold of me which is a lie since I have spoken to them several times and have evidence. They also denied the locksmith was drilling out the locks and said they just had a lockbox placed which is a lie there was no lockbox and his drill was what woke me up. What can I do? My roommate freaked out and moved out the same day leaving me in dire straits.
